CHARTER ADOPTION RESOLUTION
Office of Hawaiian Subjects (OHS)
RESOLUTION NO. OHS–CR–001

A RESOLUTION ADOPTING THE CHARTER OF AUTHORITY, DUTIES, AND PROTOCOLS OF THE OFFICE OF HAWAIIAN SUBJECTS
WHEREAS, the Office of Hawaiian Subjects (OHS) operates as a humanitarian protection and reporting body for Hawaiian Subjects; and

WHEREAS, OHS has established procedures for identifying and protecting individuals recognized as Protected Persons under international humanitarian law; and

WHEREAS, clarity of authority, duties, access protocols, and non-retaliation safeguards is necessary to prevent humanitarian harm, unlawful interference, and escalation; and

WHEREAS, the Charter consolidates humanitarian standards, operational guidance, and compliance expectations for engagement with custodial authorities;

NOW, THEREFORE, BE IT RESOLVED that:

The Charter of Authority, Duties, and Protocols of the Office of Hawaiian Subjects is hereby adopted and entered into force as an official governing instrument of OHS.


The Charter shall guide all OHS officers, agents, and liaisons when acting in an official humanitarian capacity.


The Charter may be circulated to detention facilities, custodial authorities, humanitarian bodies, and oversight institutions for notice and compliance.


Nothing in the Charter authorizes coercion, force, or confrontation; its purpose is humanitarian protection and prevention of harm.


This Resolution shall take effect immediately upon adoption.
