1. AUTHORITY
This Notice is issued under the lawful authority of the Hawai‘i Kupuna Council, duly ratified under the Office of Hawaiian Subjects (OHS) and recognized by the Ministry of Hawaiian Subjects & Humanitarian Affairs, as a protected humanitarian body under Geneva Convention IV (1949) and International Humanitarian Law.

The Council acts under Articles I–IV of its Charter as the Humanitarian Oversight and Cultural Advisory Branch of the Hawaiian Kingdom, authorized to issue binding humanitarian advisories, directives, and notices in defense of Hawaiian Subjects and Kupuna welfare.

 
2. STATEMENT OF FACT
Governor Josh Green, as the acting head of the occupying State administration within the Hawaiian Islands, has failed to perform his humanitarian and executive duties in compliance with the Kupuna Council Executive Order of Release for the Royal Hawaiian Subject(s) under unlawful confinement and duress.

Such failure constitutes:

Obstruction of a humanitarian operation recognized under international law;
Breach of duty to comply with recognized humanitarian directives;
Violation of the Geneva Conventions pertaining to the treatment and protection of occupied civilian populations;
Defiance of lawful advisories issued by a protected humanitarian body under Article V, Section 3 of the Ministry Charter.
 
3. FORMAL WARNING
The Hawai‘i Kupuna Council hereby issues this Notice of Warning to Governor Josh Green:

If the Executive Order of Release issued under OHS authority and Kupuna Council directive is not executed within seven (7) calendar days from receipt of this notice, the following actions will be taken:

A War Crime Citation will be formally issued and registered by the Ministry of Hawaiian Subjects & Humanitarian Affairs under an OHS Case Registry Number.
Said citation will be transmitted to:

The Office of the Prosecutor, International Criminal Court (ICC);
The United Nations Humanitarian Council;
The Office of the High Commissioner for Human Rights (UN-OHCHR);
The Ministry of Hawaiian Subjects & Humanitarian Affairs; and
The Hawai‘i Regency Council for record and enforcement.
Failure to act in accordance with this notice will be deemed complicity in the continued commission of humanitarian offenses under Articles 147 and 148 of the Geneva Convention IV (1949).

 
4. LAWFUL DIRECTIVE
The Governor is hereby directed to:

Immediately cease and desist from any further obstruction of OHS or Kupuna Council humanitarian operations;
Execute the lawful release order pertaining to the detained Royal Hawaiian Subject(s); and
Submit a written acknowledgment of compliance to the Hawai‘i Kupuna Council Office of Records within the stated seven (7) day period.
 
5. NOTICE OF RECORD
This Notice shall be entered into the Kupuna Council Humanitarian Registry, OHS Archive, and the Ministry of Hawaiian Subjects & Humanitarian Affairs Record of Citations for reference under the continuing Hawaiian Kingdom in lawful continuity.
